How to become a Registered Estate Agent (REA) in Malaysia?

LPPEH* Estate Agent Examination and Course (Updated: 12 March, 2017)

The Steps to qualify as an Agent under Lembaga Penilai Penaksir dan Ejen Harta Tanah Malaysia (LPPEH) or in English: Board of Valuers, Appraisers and Estate Agents Malaysia, are outlined below with reference to earlier write-up by Megaharta Real Estate.

*LPPEH is now renamed LPPEP - Lembaga Penilai, Penaksir, Ejen Harta Tanah and Pengurus Harta Tanah Malaysia (Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia).

So, if you have the money and able to fulfil the requirement of 3 years experience with a developer firm, or as REN, just sign up with the above institutions and complete the course internally. Thereafter, go to Step 3.

If not, there is no easy way out! The process can take up to 5 years if you are an average person. For those with related tertiary education in Business, Marketing, Economics, Law or Commerce related courses, it may take you up to 3 years if you are very focused and super efficient.

Step 1 : Obtain a pass in all six subjects in the Part I examination set by the Board of Valuers, Appraisers and Estate Agents Malaysia.

Step 2 : After having cleared all the six subjects in Part 1, candidates will be allowed to sit for the Part 2 of the examinations set by the Board of Valuers, Appraisers and Estate Agents Malaysia.

Step 3 : Thereafter, a post qualifying practical experience of two (2) years with a registered estate agency is necessary before being eligible to apply for the Test of Professional Competence (TPC). During this period, the Probationary Estate Agent is to complete a Work Diary consisting of at least 1 case of transaction of Sale of Property (as an agent) and another case with a Property Developer (as working for a corporation).

(Probationary Estate Agent - PEA is recognised by the Valuers, Appraisers and Estate Agents Act, 1981. There is no need for registration as REN - Real Estate Negotiator anymore as PEA has a position in law. It is a position registered into the Register under Fourth Schedule (Rule 26) Section B Part II - Probationary Estate Agents)

Step 4: To present the cases in the Test of Professional Competency (one hour each) with a panel of 2 interviewers from LPPEH and another Industry Representative.

Step 5: Fully satisfied the TPC, the candidate will be qualified as an estate agent and can be registered to practice. This Test of Professional Competence usually takes a year to two because the average passing is 1/10 to 1/12.

(The registration of REA is under Fourth Schedule (Rule 26) of the Valuers, Appraisers and Estate Agents Act, 1981, being admitted into the Register of Section A, Part III of the above schedule).

Diploma in Estate Agency
Entry Requirements
A candidate must possess the following minimum entry requirements set by the Board of Valuers, Appraisers and Estate Agents Malaysia.

Diploma in Estate Agency (Part 1)
  • Open to ONLY Malaysian Citizens.
  • 17 years of age and above.
  • MCE/SPM with at least 3 credits and 2 passes.
  • Credits should be in either in Mathematics, Science, Accounting or Commerce.

Diploma in Estate Agency (Part 2)
  • Candidates must show proof that they have passed all subjects in Part 1 of the examinations set by the Board of Valuers, Appraisers and Estate Agents Malaysia.

Course Structure

Diploma in Estate Agency (Part 1)

  1. D01 Principles of Accounting - Introduction to a complete accounting process, essential to the day to day operations of the Real Estate Agency Practice.
  2. D02 Introduction of Law - Understanding of application of the law in today’s Real Estate Agency Practice essential to sales and purchase of dwellings inclusive of contracts and agency.
  3. D03 Principles of Economics - An introduction to Economics; solutions and theories by learning and understanding both Macro and Microeconomics concepts.
  4. D04 Property Taxation - Covers the taxation on properties based on Malaysian laws and how the legislative works. Key areas are Real Property Gains Tax, Stamp Duty and Rates by Local Authorities.
  5. D05 Principles and Practices of Marketing - Applications and practices of marketing research, tools, behaviors, and current marketing trends. Learn how current market leaders capture new markets and grow with existing.
  6. D06 Building Technology I - Study of structural and architectural of building functions and materials used. How modern buildings have evolved through times.

Diploma in Estate Agency (Part 2)

  1. D07 Land Economics - Application of the relationship of people to the utilization and distribution of land and creation of real estate products. Land utilization theories and application of the techniques of economic analysis to solving economic problems.
  2. D08 Estate Agency Laws - A study of the key regulatory factors such as The Valuers, Appraisers and Estate Agents Act 1981(Act 242), The Rules, The Guidelines and Practices Standard which are the foundation upon which the real estate profession practices.
  3. D09 Principles of Valuation - A detailed understanding of the types of landed properties and market value, supply and demand economics of landed properties, property investment and methods of investment appraisal like Net Cash Flow and NPV.
  4. D10 Laws Relating to Property - An in-depth study of regulations and guidelines relating to the sale, purchase, rent, lease of property in Malaysia, the right and powers of State Authority, disposal of land, conditions and restrictions in interest, Land Acquisition Act, Town and Country Planning Act, Strata Titles Act, JMC, Housing Development (CL) Act.
  5. D11 Real Estate Agency Practices - Understanding of the real estate profession, the types of listing, where to get them, the role of an estate agents and the management of a real estate agency practice. Responsibilities of REA towards REN, Agency Appointments.
  6. D12 Building Technology II - A more detailed study of the construction industry and understanding of what it takes to build today’s modern buildings, Water Treatment and Supply Systems.

Time to complete the study: Old Syllabus - 5 years. 

New Syllabus had been proposed, however at the time of writing, it has not been started (24 Feb, 2015). The new syllabus:

1. It combines D06 and D12 Building Tech I & II to become 1 subject;
2. D09 Valuation is renamed as 'Property Investment and Valuation', and
3. D08 Estate Agency Law is renamed as 'Professional Practice'.

Method of study

Attending Classes by some local colleges

  • Students register with some local colleges charging a fee.
  • Students must attend minimum 90% of all classes conducted.
  • Students will be assessed based on grades from class participation, written assignments and exams.
  • Students are encouraged to take all or at the least 2 of the 6 subjects in the respective parts at one exam sitting. Credits are given for the subjects passed and which shall lapse at the end of the third year.

A pass in all six subjects in Part 1 of the examination’s set by the Board of Valuers, Appraisers and Estate Agents Malaysia, makes the candidates eligible for Part 2 of the examinations.

Students must take the Part 2 examinations not later than 5 years after passing all the subjects in Part 1 of the examinations.

Students that have passed all 6 subjects in the Part 2 make the candidates eligible for the Test of Professional Competence (TPC).

Step 2 : Answers will be provided as comparison in My-RealProperty1/2. Hence, the candidate learns from scratch how to approach the question and thus learn and register the experiences similar to attempting an examination.

Step 3 : Related areas of knowledge, directed as links are inserted for ancillary learning. Thus, candidates are able to prepare or 'spot' questions for examination. Diagrams and pictures are included to make learning easier.

Step 4 : WhatsApp chat group and peer review are included for more effective learning. Self-study is self motivated, and progress is at your own time and pace. Furthermore, desirous candidates can enlist themselves for career advancement in the future.

Kind of difficult to be a REA in Malaysia actually than in any other Asian countries. How i wish i could pass the whole thing when i decide to embark on. I believe this current policy might result thousands to just stick to sub-agent's status. Hoping it would reduce the weight by the government because the more local professional agents we produce can help raise the industry's gdp as well and help reduce the risk on property bubble. In fact, many third-party agents are now using onsite ads marketing without having a license and they are working well, earning well than traditional licensed marketer. And this trend will of course threatens the economy if it is not regulated for the benefit of REAs than than the government itself. Try ti view Room for Rent KL and you can witness hundreds of ads created by the landowner, agents, realty coordinators, and people of all walks of life.
